Yes! it's called the polyline fill tool in clip studio, or it could also be the lasso fill too, that's what I use for lineless art and shapes in general. Thank you!

amazing! how did you make the dots of the gradient become smaller? is a special brush?
I used my regular brushes and some airbrush, and in CSP you can set an Effect to the layers, and for this one I used "Tone", which turns everything in the layer into halftone dots. You can also change the settings, density and frequency of the dots while you work, too.

Yes, the drawing is traditional. I used a blue mechanical pencil for the sketch. Then colored in the details with markers. Digitally, I added a single color backdrop to help contrast the drawing from the background.
